Between October 26-31, 2020, integrity inspectors found violations against a former Member of Parliament (MP) of the Republic of Moldova, a judge from the Chisinau Court and a prosecutor from the General Prosecutor's Office and two other prosecutors from the Donduseni and Glodeni Prosecutor's Offices.

Thus, the former MP was verified for violating of the legal regime of incompatibilities, for which a Finding act was issued. A contravention case was filed against the judge from the Chisinau Court, whereas he belatedly filed the declaration of assets and personal interests. 3 three prosecutors - risk being sanctioned because they did not submit the declarations of assets and personal interests on the Declaration Portal or exceeded the legal deadline for submission. Within the contravention procedures of ANI, two other inspectors from the Customs Service and from National Agency for Food Safety (ANSA) are also targeted.

At the same time, the integrity inspectors initiated the control of assets of a subject of declaration from the “Fulger” Special Destination Battalion of the Ministry of Interior. And, another control for non-compliance with the legal regime of conflicts of interest was started in the name of a head of authority subordinated to the Government of the Republic of Moldova.

In total, during the reporting period, the Integrity Inspectorate initiated eight controls, issued four finding acts, initiated three contravention cases and drew up eight lawsuits regarding the contravention, as follows:

I. 8 controls were initiated:

ASSETS - A subject from the “Fulger” Special Destination Battalion;

CONFLICT OF INTERESTS - A head of authority subordinated to the Government of the Republic of Moldova, a head of department from the Taraclia District Council, a mayor from Soroca District and a head of Gymnasium from Ialoveni District;

INCOMPATIBILITIES - A mayor from Rezina District and a public servant from Cimislia District;

RESTRICTIONS - A public servant from a village Town Hall from Cimislia District.

II. 4 finding acts were issued

INCOMPATIBILITIES - A former Member of Parliament of the Republic of Moldova and a mayor from Anenii Noi District;

CONFLICT OF INTEREST - A head of a municipal enterprise from Briceni and a mayor from Telenesti District.

III. 3 contravention cases were filed  

NON-SUBMISSION OR LATE SUBMISSION OF DECLARATIONS OF ASSETS AND PERSONAL INTERESTS - A judge from the Chisinau Court and a head of a municipal enterprise from Orhei;

INCOMPATIBILITIES - A mayor from Anenii Noi District.

IV. 8 protocols of the contravention were drawn up:

NON-SUBMISSION OR LATE SUBMISSION OF DECLARATIONS OF ASSETS AND PERSONAL INTERESTS –Three prosecutors from the General Prosecutor's Office, Donduseni and Glodeni Prosecutor's Office, two inspectors from the Customs Service and ANSA, three counselors: from the Municipal Council of Comrat, from village Town Hall Gratiesti and from the Cantemir District.

V. Through the "e-Integrity" system, 24 notifications were distributed to the inspectors for examination.

VI.  The Legal Department of ANI represented the institution in 13 court hearings regarding the litigation regarding the acts issued by the integrity inspections.

VII. The Integrity Inspectorate solved 1 conflict of interest, which was declared by a mayor of a village from Anenii Noi District.

VIII. ANI employees answered 97 calls, of which 18 to the Institutional Information Line.
