In the week 17 - 21 May 2021, the National Integrity Authority (ANI) initiated three control procedures for possible conflicts of interest admitted by a constitutional judge, a head of self-financed public medical institution and a mayor of a city from the north of the country. Two investigations into the incompatibility of office include a former head of a health center from a suburb of Chisinau Municipality and a district councilor in the Falesti District Council.
Integrity inspectors issued seven findings of violation of ANI legislation. In one case, a judge from the Chisinau Court is targeted, in respect of which the property control procedure was concluded and it was established the violation of legal regime. In three cases, conflicts of interest were established, admitted by a mayor of the city, a former head department from the Râșcani district council and a councilor from Cimișlia district. A head of the Penitentiary and two public servants from a town hall from Rascani district were identified with incompatibility.
An airline risks being penalized for obstructing the activity of ANI. The integrity inspector requested certain necessary information during an inspection, which he did not received. A contravention procedure was initiated on this case. At the same time, four subjects of the declaration could be sanctioned for not filing or late filing the declaration of assets and personal interests. Thus, on the name of three councilors from Glodeni and Cahul districts, but also on the name of a former head of the Health Center from a suburb of the capital were initiated contravention cases.
The integrity inspectors solved a conflict of interests declared by the mayor from Aluniș village, Râșcani district. This mayor is one of the active public dignitaries who regularly complies with the legislation and notifies the Authority of certain conflicts of interest in which he is concerned.
The legal department of ANI participated in 12 court hearings to defend the finding acts issued by the integrity inspectors. Another 8 Integrity certificates were issued to public servants when they were hired.
ANI representatives provided 82 phone consultations in the field of activity, including 16 calls registered to the Institutional Information Line. At the same time, two training sessions were organized for about 80 subjects of the declaration.
