As a result of the entry into force of the new amendments to the ANI laws, but also to ensure decision-making transparency, the National Integrity Authority (ANI) will present the data regarding the refusal to initiate controls.
Thus, in the week of 01-05 November 2021, ANI initiated a control for a possible conflict of interests admitted by a secretary of a district Council in the south of the republic. In three other cases, the integrity inspectors refused to initiate checks on conflicts of interest on behalf of a head of the House of Culture in Glodeni district, a kindergarten director and a head of department within the CNA (National Anticorruption Center). In the first decision of refusal, the integrity inspector motivated that the documents issued by the head of the House of Culture have exceeded the term of 3 years and can no longer be subject to verifications and in the case of the head of kindergarten, actual husband of director was not previously a close person (they were not married at the time). Among the refusals to initiate verifications is a case of control of property of a head of department within the CNA. After a preliminary verification, the information described in the notification did not come true, which is why the inspector didn’t uninitiate control. All documents, with all the necessary arguments, will be published on the ANI website.
In three minutes regarding the contravention, it was found that a councilor from the Hâncești District Council and another from the Oxentea Council, Dubăsari District submitted late the declaration of assets and personal interests. And, another councilor, from the Valea Trestieni Council, Nisporeni district, did not submit the declaration. For these violations, they were fined a total of 6,000 lei.
A contravention case, involving a councilor from Pănășești, Straseni district, was initiated for failing to submit declaration of assets and personal interests. Integrity inspectors resolved eight conflicts of interest, which were declared by the subjects. And, two Certificates of Integrity have been issued for candidates for public office.
The legal department of ANI participated in 33 court hearings, of which six subjects of public interest are targeted, in respect of which ANI issued act of findings, and were subsequently challenged.
