Between November 9-14, 2020, the National Integrity Authority initiated eight controls for violating of the legal regimes of assets and personal interests, conflicts of interest and incompatibilities. Thus, during the assets control procedures, initiated last week, a councilor from the Chisinau Municipal Council, an official from the Ministry of Interior and an assistant of a Member of the Parliament of the Republic of Moldova are targeted.
Also, a director of a hospital from Chisinau, a head of the territorial subdivision of the National Agency for Food Safety (ANSA), a mayor from Leova district and a kindergarten director from Leova district are checked for violating the legal regime of conflicts of interest. An accountant from a territorial subdivision of ANSA is also in the control procedure because he would have admitted an incompatibility. During the reference period, four finding acts were issued. One act concerns a conflict of interest admitted by a director of a kindergarten from Cantemir, and in three other acts incompatibilities were found regarding some subjects from the local public administration from Sangera, Costesti village from Rascani district and Baraboi village from Donduseni district. For non-submission and late submission of declarations of assets and personal interests, the integrity inspectors initiated two contravention cases to an official from the Agency for Medicines and Medical Devices and a mayor from Telenesti district.
At the same time, five protocols were drawn up regarding the contravention based on which fines were applied in the total amount of 9750 lei. A contravention was applied for the non-settlement within the legal term of the incompatibility regarding the position of public dignity by a mayor from Anenii Noi district, and four other fines were established for non-submission and late submission of declarations of assets and personal interests by a director of a public institution from the town of Leova, a head of department within the Technical Supervision Agency and two other subjects from local administrations.
Also, last week, four mayors from Autonomous Territorial Unit Gagauzia, Rascani and Drochia districts declared conflicts of interest on the basis of which integrity inspectors proposed solutions. The legal department of ANI represented the institution in 15 court hearings regarding the contestation of the finding acts issued by the integrity inspectors. At the same time, through the “e-Integrity” system, 12 notifications were distributed to the inspectors for examination. ANI employees answered 102 calls, 20 of which to the Institutional Information Line.
