In the week of 09-13 August 2021, ANI initiated nine assets’ controls. Thus, prosecutors from the General Prosecutor's Office, the Prosecutor's Office of Chisinau, Causeni and Ungheni are targeted in six control procedures. Other assets investigations include three judges, two from the Chisinau Court of Appeal and one magistrate from the Ungheni Court. The investigations on the assets were started based on two journalistic investigations, but also on the ex officio notifications, which were signed by the integrity inspectors after the mandatory verification of the declarations of assets and personal interests for 2020.
At the same time, through the e-Integrity system, 101 declarations of assets and personal interests for 2020 of the ex-Members of the Parliament were randomly distributed to the integrity inspectors. If in the process of examining the declarations of assets and personal interests, reasonable suspicions of violation of the law will be discovered, ANI will initiate procedures of control of the property or contravention cases.
The ANI Integrity Inspectorate also initiated a control over a possible conflict of interests admitted by the director of a public institution subordinated to the Ministry of Agriculture, Regional Development and Environment.
Last week, eight violations of the ANI law were established. In five acts of finding were identified conflicts of interest committed by a former head of the district, a former director of the Health Center in a suburb of the capital, a former director of a municipal enterprise in Anenii Noi, a councilor from the Cricova Local Council, Chisinau and a head of department from Cahul District Council. In three findings on assets, there is a National Financial Market Commission (CNPF) member, a civil servant from the Chisinau Court of Appeal and the Chisinau City Hall. The finding documents will be published on the ANI website.
On the name of one of the judges of the Chisinau Court of Appeal, in respect of which the property control procedure was initiated, a contravention case was initiated for not submitting the declaration of assets and personal interests. On the same deed, contravention proceedings were initiated on behalf of three local councilors from Drochia district and an official from Cricova City Hall, Chisinau. Likewise, a councilor from the Hâncești District Council risks a fine. He was late in submitting the declaration of assets and personal interests, and an infringement procedure was initiated in that regard.
Three mayors from Râșcani, Dubăsari and Hâncești districts complied with the legal provisions and each declared a conflict of interest at ANI.
ANI lawyers defended the findings in three court hearings. And, the ANI representatives organized a training for 60 subjects from the Parliament of the Republic of Moldova, MPs and assistants. In addition, about 71 telephone consultations were granted, of which 13 calls to the Institutional Information Line.
