In the week of 25 – 29 October 2021, the National Integrity Authority (ANI) initiated 14 controls. A former state secretary from the Ministry of Education and Research, a head of the Police Inspectorate, a head of Department from the State Fiscal Service, an official from the Environmental Inspectorate, a mayor from the Floresti district and a councilor from the Falesti District Council became subjects of the control of property.
For possible conflicts of interest during the public office, are checked: a civil servant with special status within the Customs Service, a mayor from Floresti district, a former councilor from Ghidighici Council, Chisinau municipality, a councilor from Grigorievca, Causeni district, a councilor from Chetrosu, Anenii Noi district and a gymnasium director from Rezina district.
Two subjects of declaration are being investigated for incompatibility. One of them held a management position within a self-managed institution and a councilor in the Cahul City Council.
Seven findings were established by the integrity inspectors. Thus, ANI established criminal violations during the control of the property, on a former prosecutor from the Chisinau Prosecutor's Office and a former vice-president of the district. With more details about these cases, our institution will come out in a press release.
A former director of a joint stock company and two mayors from Floresti and Rascani districts were found with conflict of interests. Two incompatibilities were identified by the integrity inspectors. Thus, a former Member of Parliament of the Republic of Moldova and a former deputy mayor from Ialoveni district violated this legal regime while exercising their mandates. In these cases, ANI also will inform the public.
A private medical center in Chisinau was fined with 9,000 lei for obstructing ANI's activity. Specifically, the institution did not provide information in a control procedure, which was requested by the integrity inspector. Four other contravention cases were filed on behalf of four subjects. Could be fined: a head of Department from National Bank for late filing of the assets declaration, a civil servant from the Chisinau City Hall for failing to file the assets declaration and a civil servant from a central administrative authority for not resolving a conflict of interest.
Five conflicts of interest were resolved by the integrity inspectors and 20 Integrity Certificates were issued by ANI.
ANI representatives organized five trainings for about 420 subjects of the declaration and offered over 90 telephone consultations, including 30 at the Institutional Information Line. ANI lawyers participated in 20 court hearings.
